Greater Louisville Inc. releases new report outlining action items from trip to Milwaukee, Wisconsin

Louisville, Ky. (December 4, 2025) – Following an immersive trip to study Milwaukee, Wisconsin’s economic growth, Greater Louisville Inc. released a report outlining the top takeaways from its 2025 Greater Louisville Idea Development Expedition (GLIDE). In late October, 140 business leaders traveled to Milwaukee for a three-day experience that featured more than a dozen speakers focused on four core areas: housing, placemaking, economic opportunity, and talent retention.

Since returning from the trip, GLI compiled the next steps suggested by attendees and met with community partners to decide which actions to move forward and who will lead each. Next steps outlined in the report include:

  • Support Louisville’s efforts to create a comprehensive Permanent Supportive Housing Strategy. A follow-up conversation with all local stakeholders is scheduled for later this week.
  • Encourage the city and private businesses to invest in a flexible funding pool that will support rental assistance, case management services, and incentives for landlords to accept rent assistance and lower certain eligibility requirements.
  • Create a robust maintenance fund to support downtown’s built environment, including a new office and a plan for who is responsible for planting, removing, and maintaining landscaping.
  • Create a local angel-investor network in which those interested in the start-up ecosystem are presented vetted start-ups and are easily able to find and support promising early-stage companies
  • Encourage collaboration among GLI, its partners, and higher education institutions to support internships, co-ops, apprenticeships, and other work-study programs that help retain students in the region by providing job placement after graduation.

“GLIDE Milwaukee gave Louisville leaders the opportunity to see how Milwaukee has become a hub for business growth, top talent, and a vibrant culture. Not only did we learn about innovative strategies Milwaukee has deployed to reduce homelessness, drive business retention, and create a thriving downtown, we also heard firsthand from the people who made it happen,” said Shelby Somervell, Senior Vice President of Government Affairs and External Relations. “Over the coming months, we will work closely with the business leaders who attended the trip, as well as our elected officials, to replicate some of the initiatives and programs in our region.

GLIDE Milwaukee presented by Norton Healthcare was the 40th annual trip orchestrated by GLI for investors and community leaders. Recent GLIDE destinations include San Antonio, Boston, Jacksonville, Indianapolis, San Francisco, Nashville, Austin, and Charlotte.
