They’re Back…

FRANKFORT—Rep. John Tilley, D-Hopkinsville (left), speaks with Senate President Robert Stivers, R-Manchester, as they work through House and
Senate differences to proposed legislation to address Kentucky’s burgeoning heroin problem.

The General Assembly will conclude the Veto Recess today, when both the House and Senate convene at Noon. The legislature, if they stick to their current calendar, will be in session today and tomorrow for the final two legislative days of the 2015 Regular Session. We expect them to adjourn the session Sine Die tomorrow. Of the high profile initiatives, many remain unfinished heading into the final two legislative days currently scheduled for March 23 & 24, including:

  • Anti-Heroin – After each chamber passed its own version of legislation to address the heroin epidemic, negotiations between the House and Senate took place over the veto recess on a conference committee to SB 192. However, no compromise has been officially announced.
  • HB 4 (KTRS Bonding) – Was discussed over the veto recess in a conference committee, and it appeared some progress was made though an official compromise has not been announced.
  • Infrastructure Funding – Two issues that leaders in both chambers wanted to address at the beginning of this session were Public-Private Partnerships and Road Fund stabilization. Conversations on both issues continued over the veto recess, and any official action would take place in a conference committee on HB 299.

These and other issues will be under consideration on the final two days of the legislative session and we will be following up nightly as things progress.
